01·The problem
A permit number proves a listing was registered. It doesn't prove the photos belong to the property, that the price is real, or that the 'owner' is an owner. Portals rank by ad spend, so the most polished fraud often gets the best placement.
Listing fraud is contextual, adversarial and spread across photos and text.
Single rules miss it. Classifiers overfit. A generic AI wrapper gives a different opinion every time you ask. Detection has to be a system, not a prompt.

Every fake listing costs twice.
The portal pays in fines, takedowns and lost trust. The buyer pays in wasted viewings, deposits sent to the wrong person, or worse. More volume and more foreign buyers mean more listings than any team can check by hand.
03·The engine
Each layer runs the same way every time. Together they turn a listing into a score your compliance team can defend.
Hard pass or fail checks written in code, not prompts. A gate that couldn't run is reported as unchecked, never as a pass.
One continuous read, not a binary flag. Owner versus agent, agency name across text, page and watermark, photo match and agent transparency.
The cap is a field in the output, with its reason attached. A polished listing with a fraud flag still can't outrank a clean one.
Price, area, photos, description, amenities and the deception signal, each scored against what's normal for the district and property type. Same listing, same score.
After 30 clean listings it learns your market's normal. Listings that fail a gate never enter the profile, so fraud can't pollute the standard.
04·How it works
A real browser opens the listing and extracts 21 structured fields from Bayut, PropertyFinder or your direct feed.
Every image is downloaded, measured for blur and hashed, then checked against every photo the engine has seen before.
One multimodal pass returns more than 20 features: does the description match the photos, who is really selling, is the price plausible.
Five gates and eleven weighted axes run deterministically, with the permit verified live against the Dubai Land Department.
Score, fraud flags, cap and reason, with the full run log attached. Publish, hold or reject.
05·The cap in practice
The same four listings, ranked two ways. The one with reused photos and a false owner claim drops to the bottom, whatever it paid for.
A listing flagged for fraud cannot outrank a clean one. The cap travels with the score, so every system downstream has to respect it.

Every verdict says what it found and why. Green is clean, amber is flagged, red is capped. Example listings shown.
